I got to thinking about the best way to outfit the PR Flying Dutchman. Its low point cost is beneficial because of regular-size game build totals (in a 40-point it is lethal) but is a disadvantage because you can't put much crew on her under the point cost of the ship. Even after that, a great ship can be made out of this ship. After researching some of the go-to abilities to crew her with, here is what I compiled:

1. Flying Dutchman
With the Captain/Helmsman abilities of Hammersmith (F&S) and the world-hater(+1 against any non-Pirate ship)/EA abilities of Calico Cat, the Flying Dutchman can be a 22-point beast. 2S cannons, L+S speed, and the potential EA from CC can give you a great advantage.

The other three ships (Darkhawk II, Bloody Jewel, and Banshee's Cry) are gold runners outfitted with explorers. The Darkhawk II complements the FD with good cannons as well as large cargo holds.

With just CC, the FD is the equivalent of HMS Titan , minus a cargo space. Any 5-mast ship can dismast the FD, but the support of the Darkhawk II and the gold from the two runners will win you the game.

Thanks for reading!

I kind of like this idea since you're finding a way to make a fairly easy to find cheap 5-master like the promo Dutchman into something useful. The promo Dutchman pales before the various Morning Stars, but how easy is it to find a physical version of that ship these days?

Not sure which ship you mean, but the 300 FD is easily found on eBay (usually for reasonable prices) while the MS's are tough to get below $20 each as far as I've seen.
