This fleet is meant to exploit the Ghostly Encounter UT to its utmost maximum. It's chock full of weaknesses, so I'm expecting this fleet to get no more than a 4/5 at best. You know, if it's legal, the hurdle that my most ambitious fleets tend to stumble over.

HMS Hyena serves as the chariot for the merry band of crew. The Helmsman and Explorer are meant to get her to the wild islands as fast as possible, and Mercer will use the SAC to boost her toward each island with a sacrifice of one of the many Oarsmen aboard. Once this ship finds Ghostly Encounter, she then will roll for her 30+ crew on board, probably losing around five of them. Then, Ghostly Encounter becomes a ridiculously valuable treasure, almost certainly worth a game-winning amount of gold.

Weaknesses? Well, because I was focused on maximizing the utility of this UT, Hyena's ability to defend herself is lacking, and her efforts to actually find Ghostly Encounter are reduced by the lack of intel she has available. If there were a crew to scan the islands, things would go easier, but there's no way to make the cost fit in a 40 point game. There are some countering UTs that can wreck this fleet's strategy, too, such as Missionary and Wolves. If the former was even encountered, it would spell a loss, and the latter, only if it shared an island with Ghostly Encounter. No Marines means no way to get to the UT. There's also the distinct possibility that your foe will find Ghostly Encounter before you, and ruin your plan. There's also the possibility that they find the Globe or Maps instead, giving you a way to find your way to what you need.

As much as I'd love to include the SM version of Ghostly Encounter alongside the CC version, they are technically the same piece, so that's a no-go. There are no other UTs from other sets with different names, either, so unlike Pirate Globe/Charts of Alexandria, I can't double down.

All parts of the Oarsman ability are still subject to the no-stacking rule. Only the first oarsman on a ship doesn't take up cargo space.

Best way to pull something like this off would be the Baochuan. Of course, then you have to increase the build total. All this effort, and then you just get Plague.

I'd suggest looking at this for a somewhat similar strategy that is far more effective. It even beat the original UPS fleet 2 games out of 3!

Isn't this like abandoned crew where you can use the version from another set because while the Ghostly Crews are clones being from separate sets means that they're separate occurrences rather than the same as would see with ships that have flavor text tracing their history?

As Ben noted, this fleet is not legal as designed.

The two Abandoned Crew UTs still obey the no-duplicates rule on a card-level basis.

You're allowed to duplicate crew tokens only with the ones that appear more than once on the single card. It's okay to mix tokens from both versions of the UT, just as long as the final number of each specific crew type isn't more than what you'd find in one full set on the UT card.
