This is an attempt to improve on my earlier fleet, Yankee Doodle. A certain person pointed out to me that, while that fleet might have had plenty of firepower, it was at a decided disadvantage because it lacked a way of obtaining multiple actions. In acknowledgement of this criticism, I have added Commodore Edward Preble to Constitution and shuffled crew/ships around to compensate for this 6 point addition.
This fleet centers around three highly formidable battleships: Constitution, Bonhomme Richard, and Franklin. The former is crewed with the formidable combination of a Captain, a Helmsman, Brent Rice (+1 Cannon rolls against non-American ships), Commodore Edward Preble, (linked, extra action for any ship on a 6). Bonhomme Richard adds a Firepot Specialist into the mix along with a shipwright and the Captain + Helmsman combo. Franklin gains +1 to her already robust cannon rolls with her Captain (see special ability) and supplements her already impressive base speed with a Helmsman. These three ships as a whole lend new meaning to the phrase “highly mobile firepower,” allowing this fleet to almost always get in that first, vital shoot action.
Replacing the expendable ship Freedom is the lesser-priced Montezuma. Her major strengths lie in her special ability (ships do not block her line of fire) and multiple 2L cannons. Lining her up parallel to Constitution allows her to pummel an enemy ship while taking shelter behind Constitution’s 10 hit points. In a treasure hunt scenario, I would replace her with one of my three-masted American schooners to run gold.
Philadelphia allows this fleet to capture/rescue derelict ships and instantly ‘teleport’ them back to my home island, an invaluable special ability that can be a huge boost later in the game (after the captured derelict has been repaired).
Mermaids would be the obvious threat to a fleet based around so few ships and so many crew, but this has been taken care of with a Favor of the Gods event.
Comments and criticism are appreciated!
(Just don't ask how the chain of command would work on Constitution!)

Still floating hundreds of years after having been commisioned, Constitution (Old Iron Sides) fires a salute in the waters of the Chesapeake Bay.
