This is probably the most beastly offensive combo that can be put together for only 40 points using only Fire and Steel pieces. With a built in extra action ability, decent cannon, and the bombardier keyword, Conquerant is a powerful if expensive gunship.
I wish the French got a cheaper captain crew in F&S, but Guy LaPlante is the best I can do. As the only canceler in the set, Lenoir virtually guarantees the survival of this ship.
Arrogant's one task is to find the French Royal Decree UT and try to get some gold by sinking ships that Conquerant derelicts.
If you're playing another all F&S fleet and can start with your home island close to your enemy's, then you can expect do demolish all opposition with little difficulty. If you start farther away, you'll have to rely on that extra action roll to get you within striking distance in time.
I would expect this fleet to perform rather poorly against a properly constructed fleet comprised of pieces from various sets.

Are you serious? Ugh. I made this whole reply, and it didn't even come through. Oh well.
First of all, yeah, you'll do very well if you start near the enemy HI. Ouch time for whoever that is!
Good use of Lenoir, as well. Although, most French fleets post F&S are going to have him anyway.
I'm not a big fan of the bombardier, but if you added it in there so you could fit on all of the crew, then it's fine with me. Plus, you get the chance of an extra action, so that's not too bad either. It's just really expensive.
Good call on the Arrogant, and even better call on the Unique Treasure.
All in all, a great fleet, but it depends maybe a little too much on island placement.
Starting with two ships can be rough, but I assume Conquerant will even that out soon enough. Plus, I see only 1 cargo space available, and its supposed to be used to look for 1 UT. Thats like a needle in a haystack.
I do have to say that playing against Conquerant would be incredibly frustrating! Conquerant + Exploding Shot = Kibble!
Overall, I'd say this fleet is just downright mean . I like it.
