Most fleets concentrate on winning the game by shooting down enemy ships but this fleet tries to win by peaceful treasure running.
When placing islands you should try to be as far away from your opponent as possible. You should also try to place Icebergs or better Reefs between the islands you might explore.
Use Hidden Cove in you first turn to dock La Joya del Sol at the nearest wild island. With your normal action take 3 treasures from that island and then use Zhengs ability to move back. With two actions in your next turn you should be able to unload 3 treasures without having met any enemy ship. It's neccesary to leave one treasure on the island because it avoids enemy ships using Hidden Cove to derelict her. Zheng also helps you to prevent the effects of negative UTs. If you find Runes of Defense or the Cross of Coronado even fast ships won't be able to destroy the Joya in one turn.
Meanwhile La Monarca tries to get treasure from a second wild island.
After you saved the gold you can get a second island or build a fort with the Joya. Besides Hidden Cove Fotg is essential because the Joya is vulnerable to Mermaids.
Foul Winds is most effective if you managed to place a reef between your home island and the wild island the Joya is going to explore. Because even if your enemy is fast enough to reach the joya in the second turn and derelict her (assuming you didn't find Runes of Defense) you can use Foul Winds to drive the gunship in this reef and you have the monarca left to get gold furthermore.
